The United Nations and the Government of the Republic of Moldova signed today a US$ 217 million development and assistance programme for the years 2013-2017. The new programme of cooperation, “Towards Unity in Action: United Nations-Republic of Moldova Partnership Framework”, supports Moldova’s priorities and development challenges in three priority areas: (1) democratic governance, justice, equality and human rights; (2) human development and social inclusion; and (3) environment, climate change and disaster risk management.
“The new Partnership Framework is the result of broad consultations with many partners from government and civil society. It builds on experience gained from the previous programme and further deepens the UN reform in the country to respond more effectively to national priorities”, said Kaarina Immonen, UN Resident Coordinator in Moldova, who signed the programme on behalf of the UN. ”The UN will continue in the coming years to support Moldova’s priorities towards European integration”.
At the signing ceremony which took place in Telenesti, one of the many towns and communities in Moldova which benefited from UN assistance and support, Prime Minister Vlad Filat highlighted: “The Government of Moldova particularly appraises the new “Delivering as One” vision which will help enhance coherence and cooperation between the UN agencies and the national counterparts. The new programme provides a comprehensive overview of the UN support to Moldova towards national priorities and represents a step forward in bringing services closer to people”.
Following the signing event, local public authorities from four raions - Sîngerei, Telene?ti, Nisporeni and Cantemir, shared their experience on the functioning of Joint Information and Services Bureaus and their mobile teams. Women and men from four raions in Moldova have now better access to information and services in the area of employment, social protection, agriculture, cadastre and entrepreneurship. Funded by the Government of Sweden and supported by the UN, this initiative helps people to openly and easily address their problems, exercise their rights, advance their carrier opportunities and improve their living conditions.
Under the 2013-2017 Partnership Framework, the UN will ensure that reforms in the area of institutional development and justice remain on track while promoting human rights and gender equality, and strengthening civil society organizations.
In the area of human development and social inclusion, the UN will continue to work towards reducing poverty, improving access to basic services in areas such as health, education and social protection, and achieving a more equitable and sustainable local and regional development for improving the socio-economic conditions of all, especially vulnerable groups.
To address issues related to environment, climate change and disaster risk management, the UN will support central and local authorities in the sustainable management of the environment and natural resources across all sectors, and better environmental education and awareness - ultimately contributing to sustainable economic growth and increased quality of life.
The 2013-2017 Partnership Framework in Moldova includes over twenty resident and non-resident UN agencies, funds and programmes, which through their work, contribute to the achievement of Moldova’s development priorities: the Food and Agriculture Organization (FAO),the International Fund for Agricultural Development (IFAD), the International Labour Organization (ILO), the International Organization on Migration (IOM), the Office of the High Commissioner for Human Rights (OHCHR), the Joint United Nations Programme on HIV/AIDS (UNAIDS), the United Nations Development Programme (UNDP), the United Nations Population Fund (UNFPA), the UN High Commissioner for Refugees (UNHCR), the United Nations Children’s Fund (UNICEF), the United Nations Entity for Gender Equality and the Empowerment of Women (UN Women), the World Health Organization (WHO), the World Bank (WB), and the non-resident agencies: the International Atomic Energy Agency (IAEA), the United Nations Commission on International Trade Law (UNCITRAL), the United Nations Economic Commission for Europe (UNECE), the UN Educational, Scientific and Cultural Organization (UNESCO), the United Nations Office on Drugs and Crime (UNODC), the International Trade Centre (ITC),the United Nations Conference on Trade and Development (UNCTAD),theUnited Nations Environment Programme (UNEP), and the United Nations Industrial Development Organization(UNIDO).
The United Nations established a presence in the Republic of Moldova through its specialized programmes and agencies soon after the country’s adherence to the United Nations in 1992.
