On January 14 the Millennium Challenge Account Moldova opened publicly the bids submitted for supervision services for the rehabilitation of Lopatna and Criuleni irrigation systems with US Compact funds.
The bids were submitted by companies from Moldova, Romania, France, Holland, Spain and Italy that are taking part individually or in consortium.
The winning supervision company will monitor the timely performance of construction works, will approve the quality of construction materials and works performed to rehabilitate the irrigation systems, will track compliance with the social and environmental requirements by the construction companies etc.
Following the bid review the winning supervision company is expected to be contracted in the spring of this year for a period of about 18 months covering the rehabilitation of irrigation systems and 12 months as defect notification period.
According to the Millennium Challenge Corporation procurement requirements, every bid was opened in the presence of the representatives of companies and the content of the bid package was recorded in a special entry form. The financial bids were put in a sealed box and will be opened following the technical review.
The bids will be reviewed in the upcoming period by a panel of experts, including independent international experts.
Along with the competition for construction supervision services for the rehabilitation of Lopatna and Criuleni irrigation systems, MCA Moldova has held the competition for construction services, which has been extended to February 5.
Rehabilitation of the central irrigation systems is one of the objectives of the Compact, signed at the beginning of 2010 by the Government of the Republic of Moldova and the U.S. Government acting through the Millennium Challenge Corporation. The USD 262 mln Compact is implemented by the Millennium Challenge Account Moldova. The funds were provided with the generous support of the American people to reduce poverty and contribute to the economic growth of the Republic of Moldova.
Today there are about 530 land owners in four villages in the Lopatna irrigation system area, 460 of which are members of Water Users Association (WUA), and 500 farmers in the Criuleni irrigation system area, 300 of which are WUA members.
