Today the Head of the European Union Delegation to the Republic of Moldova, Ambassador Dirk Schuebel, and the Prime Minister of the Republic of Moldova, Mr Vlad Filat, signed the Framework Document for the Comprehensive Institution Building Programme 2011-2013 for the Republic of Moldova.
The Comprehensive Institution Building Programme (CIB) is a medium-term framework under the Eastern Partnership, developed jointly by the European Commission and the Republic of Moldova as a tool to assist Moldova with institution building for a number of core institutions that are central in preparing the ground for, and implementing, the future Association Agreement between the European Union and the Republic of Moldova.
The signed CIB Framework Document identifies key reform challenges and provides an indicative list of institutions which will directly benefit from the CIB Programme. This programme will target the reform of the public administration to ensure capacity to implement the future Association Agreement; it will contribute to ensuring respect for the rule of law, human rights and fundamental freedoms; and it will prepare Moldova for the negotiation and implementation of Moldova's commitments under the Deep and Comprehensive Free Trade Area, which will be set up under the Association Agreement.
The indicative list of institutions to benefit from the CIB programme includes: the State Chancellery, the Ministry of Finance, the Public Procurement Agency, the Ministry of Internal Affairs, the General Prosecutor's Office, the Centre for Combating Economic Crimes and Corruption, the Ministry of Economy, the Ministry of Agriculture, the National Agency for the Protection of Competition, the State Agency on Intellectual Property , the General Inspectorate for Phyto-sanitary Surveillance and Seed Control, the Sanitary-Veterinary and Animal Origin Food Safety Agency and the Ministry of Health's Public Health Service.
An indicative budget of € 41.16 million has been earmarked for the CIB Programme under the ENPI National Indicative Programme 2011-2013 for the Republic of Moldova. These funds will be used through Twinning projects, technical assistance projects, administrative internships and specialised trainings, as well as through the provision of equipment necessary to help Moldova meet EU norms and standards in various sectors.
